With this kernel brings the following improvements

ipv6: fix race condition regarding dst->expires and dst->from
drivers/video: fsl-diu-fb: fix bugs in interrupt handling
powerpc/eeh: Fix crash when adding a device in a slot with DDW
ARM: samsung: fix assembly syntax for new gas
PCI: Fix PCI Express Capability accessors for PCI_EXP_FLAGS

NFSv4.1: Fix bulk recall and destroy of layouts

So why wasnt this released on OS4 13.3?  Because while this is the stable version of the kernel its not the mainstream in the 3.8 kernel series.  This script and kernel are for those that have a competency level when dealing with the lower levels of a Linux based system and should be used as a preview of whats to come
